Completing The Call Ministries (CTC) is an independent, non-denominational mission organization dedicated to getting the gospel to unreached peoples around the world.

We fulfill our part of the Great Commission by partnering people, churches and organizations in the U.S. with people and churches on the front lines in the mission field.

How is this different from the traditional mission paradigm? Rather than training missionaries here and sending them into foreign countries, we partner with indigenous missionaries who already live in the country.  This allows us to eliminate many expenses involved in the traditional missions approach and put more resources directly into the hands of believers overseas.

Using the great strides created by modern technology, we have been able to make mission work more personal, fun, and easy for everyone involved.  By doing this, the mission field can be brought directly to you!  It’s our job to make that happen!

Why this way? What we’ve discovered is that churches overseas have a huge responsibility while facing enormous challenges with few, if any resources . The opposite is true here home.

God has shown us that with a little ingenuity, technology, and faith our resources can be brought together with their needs by facilitating these new partnership arrangements.  And, in the process, everyone is blessed!

Through these relationships we are able to help churches overseas that are growing and planting other churches. This means the reach of the gospel can grow exponentially and that excites us!

Our inspiration comes first from our love for Jesus and what He did for us.  

Our biblical motivation is best described by this verse: “However, I consider my life worth nothing to me, if only I may finish the race and complete the task the Lord Jesus has given me — the task of testifying to the gospel of God’s grace” Acts 20:24

We are also honored to follow in the footsteps of great missionaries both past and present. Two of our most inspirational missionaries are British missionary William Carey (early 19th century missionary to India) and American missionary Jim Elliott (mid 20th century missionary who was martyred evangelizing the Auca Indians of Ecuador).

Our current geographical focus

Right now, our focus is on the rural areas of the state of Karnataka in southwest India. Research has shown that India has 1/3 of all the world’s unreached people groups. Not only that, its unreached population represents nearly 20% of the world’s 7 billion people.

Believers in India are under a tremendous amount of pressure from both the government and a predominantly Hindu culture and religion. Their work is extremely difficult because they routinely face hostility and persecution.

Not only that, they lack the resources required for the task because they live in very impoverished areas. Even with these challenges, they are eager to share the gospel. That’s why we choose to empower them with not only physical and spiritual resources, but our personal encouragement as well.

We partner with and support Karnataka Gospel Mission (KGM). KGM is an independent, non-denominational, evangelistic, church planting ministry operating in rural areas of the southwestern Indian state of Karnataka.

Our goal is to help KGM capitalize on every available opportunity to share the gospel, disciple believers to maturity, and plant reproducing churches. For that reason we support all of KGM’s current ministry endeavors. Learn more about Karnataka Gospel Mission (KGM).

Why do we support indigenous missionaries rather than sending missionaries?

Why do we support indigenous missionaries rather than sending missionaries?

…. because people are understandably more receptive to those who look like them, talk like them (have the same mother tongue), and think like them (share the same cultural background). And, it saves an enormous amount of time and money not having to teach them the language or the culture.

Not only that, they can be supported for a tiny fraction of the cost of training and sending missionaries from here.

…. Because it is extremely hard to break through to these people they need missionaries the most and them. Their pagan religions have been an integral part of their culture for thousands of years. .…

…. Because an embarrassingly negligible amount of our resources are being used among the unreached. Did you know that for every $1 of Christian giving to all causes less than 1 cent goes to financing pioneer church planting among unreached peoples. NOT even 1%!

Wonder what ratio God wants? Doesn’t it make sense that He would want the ratio reversed, or at least the majority of our work focused on the unreached? Jesus said in Mark 16:15 “Go into all the world and preach the gospel to everyone” NLT.  It makes no sense to keep repeating the the Gospel message to people who have heard it over and over, when there are unreached people groups where nearly no one has  heard it even once!

Would the Coca-Cola Company spend 99.7% of its advertising dollars aimed at a market that they have saturated with ads in the past, and where a large percentage of the population already drinks coke? If Coca-Cola wouldn’t do it, why are we???  Help us to begin rectifying this problem.

.… Because the first missionary to the gentiles, the apostle Paul, clearly demonstrated and modeled the need. In Romans 10:10b-15 the apostle Paul presents a very simple yet compelling argument for sending missionary pastors to the unreached …. …. for “WHOEVER WILL CALL ON THE NAME OF THE LORD WILL BE SAVED.” How then will they call on Him in whom they have not believed? How will they believe in Him whom they have not heard? And how will they hear without a preacher? How will they preach unless they are sent? Just as it is written, “HOW BEAUTIFUL ARE THE FEET OF THOSE WHO BRING GOOD NEWS OF GOOD THINGS!” NASU

Clearly the apostle Paul is talking about unreached peoples and challenging us with a clear mandate to send pastors to preach to them so they can hear, believe, call on the Lord and be saved.

In Romans 15:20-22 Paul shows us his priority (and ours) in his mission work – working among the unreached, establishing churches then moving to the next area where there are no churches ….

“…. My ambition has always been to preach the Good News where the name of Christ has never been heard, rather than where a church has already been started by someone else.  I have been following the plan spoken of in the Scriptures, where it says, ‘Those who have never been told about him will see, and those who have never heard of him will understand.’ (Isaiah 52:15) In fact, my visit to you has been delayed so long because I have been preaching in those places. NLT

Our Statement of Faith

We believe, love, and worship the one and only unchanging, sovereign, and loving God.

He is the Creator and Ruler of all things in heaven and earth.

God is manifest in three persons: Father, Son and Holy Spirit.

Jesus Christ, our Lord, is God in the flesh. He is the Son of God that was conceived by the Holy Spirit and born of a virgin. He is fully God, fully man, and sinless. He died on the cross in our place for our sins. He was buried, resurrected from the dead, ascended into heaven, and now sits at the right hand of God the Father. He is our Advocate and will return to judge the living and the dead.

The Holy Spirit is the third person of the Trinity. He exalts Christ and convicts us of our sin and need for Jesus Christ. He fully lives in every believer from the moment of salvation. He comforts, teaches and empowers us to live in righteousness. He equips every believer with spiritual gifts for service in the Body of Christ.

Man is made in the image of God. He was created to worship God, to glorify Him, and to have dominion over the earth. Sin separates man from God and man is eternally doomed unless he receives salvation in Jesus Christ.

Since all persons are separated from God by sin and are in need of forgiveness, God offers the free gift of salvation. Each person must individually accept this gift, repent of sin, and place their faith in Jesus Christ as Savior and Lord. Our true salvation which was provided by the grace of God through faith in Jesus Christ alone, is eternally secure. It is imperishable. No man or circumstance can snatch us out of the powerful hand of God because Jesus Christ has made an everlasting covenant with us.

The Bible is the divinely inspired Word of God. It reveals God and His will to man. The Bible has God as its author, salvation for its end, and truth without any mixture of error. The Bible is the sole authority for Christian living.

Every believer is a minister and has direct access to God through the high priest, Jesus Christ. Jesus Christ is the head of His Body, the Church. The Body of Christ is composed of believers. The purpose of the Church is to carry out His mission in the world and is best lived out in local, autonomous churches.

At Completing The Call we believe that when God calls his people to a task or a mission:

  • He gives them a clear and exacting vision of what He wants them to do
  • He will supply and fulfill the needs required to accomplish that vision, and
  • the greater the clarity of the vision the greater the certainty of the calling, and the higher the probability of success

From day one, God gave Completing The Call a vision with great clarity and detail. Most of the remaining details were filled in during our first year of ministry in 2004, and the rest have been filled since.

OUR OVERARCHING VISION – GOD’S VISION … “After this I saw a vast crowd, too great to count, from every nation and tribe and people and language, standing in front of the throne and before the Lamb. They were clothed in white robes and held palm branches in their hands. We achieve this with two very specific goals:

Gerald P. West, Chairman

Jerry West grew up on the beaches of Santa Monica, CA. After deciding that there was no future in being a beach bum, he went to San Diego State University. Graduating with a bachelor’s degree in Production Management, he went to work at Douglas Aircraft in the Missiles and Space Division. While doing his work, he also earned an MBA from The University of Southern California’s School of Business.

After college, he entered the field of Information Technology and went on to build a 40 year career in that field. Responding to opportunities early in his career, he moved to Atlanta, where he found himself in the middle of the Bible belt. After some twists and turns, he accepted Christ and stepped into the next era of his life as a successful Christian businessman.

Eventually, Jerry made the decision to stop working for others and started his own IT consulting business. In 2010, Jerry and his wife moved to their favorite lake in North Georgia to take on a semi-retired lifestyle.

Jerry keeps busy as an adjunct professor for the University of Phoenix in the school of business, teaching management courses in the MBA and undergraduate programs and keeping a few consulting clients. He’s currently seeking a new career in fishing and gardening that he can enjoy with his wife, four daughters and eight grandchildren.

Jerry’s focus is to put his wealth of knowledge and experiences to use with Completing The Call as Chairman of the Board of Directors.

Michael Shattuck

Michael Shattuck

Michael is a missionary, church planter and bi-vocational pastor.  He and his wife Vicki both graduated from seminary and served together as missionaries with IMB (International Mission Board of the Southern Baptist Convention) in Chile for about a year and later in Poland for four years.

When God connected Michael with Art Foster in 2010, he and Vicki caught a passion for the unreached peoples of India.  They went with Art and others to Karnataka for 10 days in 2014.  While there, their passion became inflamed!  Since then they have supported one of Karnataka Gospel Mission’s senior pastors.  Also, their Church supports the ministry monthly as well.  Michael joined the board of directors of Completing The Call in October 2015.

Michael is from from St. Louis, Missouri and Vicki is from Southern Illinois. They met at Michael’s home church in St. Louis where Vicki was working as children’s minister. Shortly after, they were married while they were both attending seminary at Southwestern Baptist in Fort Worth, Texas. Vicki received her degree in Christian Education while Michael received his in Missiology.

During their tour in Poland Michael  served as a missions strategist for northwest Poland.  During that time they were also doing work with an orphanage that was about an hour outside of Poznan.  They participated in a program called “Friend Family” in which sponsors brought kids into their home during holidays so the kids could spend that time in a family environment.  After they met their three little bunnies (the meaning of their last names) they fell in love with then and ended up adopting all three 1.5 years later! They are Rachel, Ben, and Matt.  The adoption was finalized in 2007 after which they returned for stateside assignment.  

After much prayer, they felt led to forgo another overseas assignment and remain in the US so the kids could assimilate into American culture and into their extended family in St. Louis.  That led to a long job hunt that God used to connect Michael with New Balance (shoe company).  He miraculously landed a job as a photographer for the company in 2009 and God has continued to bless him with three promotions.  He is currently a manager on the Global Brand Marketing team and loves his job.

Most recently Michael and Vicki are leading Kaleo Church St. Louis which they planted in October 2013.  Their vision statement for the church is “Called to connecting people to the gospel of Jesus Christ through worship, community, and Mission.”

Michael and Vicki are an amazing ministry team!  Here’s how Michael describes Vicki in his own words:  

“Vicki has continued to be involved in children’s ministry since when we met and she’s amazing!  I couldn’t say enough about her to paint an accurate picture.  She is a talented, beautiful, and highly valuable woman who astounds me on many levels.  She hasn’t met a stranger, ever, and is sometimes concerned that people get annoyed that she smiles too much!   (That should paint a pretty good picture!)  She was working as children’s minister at the church we were attending a year and a half ago until we left in order to begin working on a church plant here in the area.  She is an incredibly faithful servant and my best friend.”

Who would ever have imagined that a simple telephone call to tech support would lead to a complete change in life direction?

In early 2004 when Art Foster needed help with his computer, he did what everyone else does. He called tech support. Minutes into that call, the entire course of Art’s life shifted to a brand new mission. The man Art had finally reached at that support center in Toronto was an Indian pastor. The two men stayed in touch and out of this simple phone call, a friendship grew over the ensuing months. It culminated with Art stepping into ministry later that year and his life has never been the same.

Since then, his heart’s passion has been ministering to unreached peoples all over the globe. The Lord’s first assignment for him was in a remote area in southwest India where almost no one had even heard the name “Jesus Christ.” Many had never even seen a Caucasian person, and no other foreign missionaries were serving in the region. Art had his work cut out for him.

Over the years, Art has watched God provide resources and bring together individuals and churches to create miracles in India. He has personally witnessed the sending of resources to support indigenous pastors, provide transportation for those pastors and build church buildings, support two children’s homes, and much, much, more.

Rather than simply supporting his Indian counterparts monetarily, Art chooses to make their struggles his own. Because of this, he has even shared firsthand in their persecution. Several times he has been on the scene when frightening events have taken place. These experiences have only served to strengthen Art’s passion and resolve for the cause.

Since starting his work in the ministry, Art has managed to travel to India nearly every year and he spends an hour every week meeting by phone with Bobby George, director of Karnataka Gospel Mission (KGM), CTC’s Indian affiliate partner ministry. During his trips each year he spends three to four weeks traveling throughout the state of Karnataka with Bobby. They spend this time meeting with and encouraging KGM and other indigenous pastors and believers. For Art, this is a precious time of teaching and praying with them as he and Bobby mentor the next generation of ministers. Art loves helping them rise up to their calling. Through this, Art is able to more easily understand their needs and this first-hand knowledge helps him encourage and motivate the supporters here in the U.S.

In 2011, Art saw new ways that he could apply everything he had learned through his years of mission work. This led him to incorporate Completing The Call Ministries, Inc. (CTC) Art Foster is a father and a grandfather that cherishes his family. His spiritual gifts are encouragement, leadership and administration. These gifts, together with his passion for personal intimacy with God, enable him to achieve his life purpose of glorifying God through sharing Christ, disciplining believers to maturity, and evangelizing unreached peoples.

He is a compassionate, focused and determined visionary who has demonstrated his willingness to take whatever risks are required. Art will continue to sacrifice all to fulfill the calling God has placed on his life.

WE ARE HELD TO HIGH MORAL AND ETHICAL STANDARDS BY AN ACCOUNTABILITY BOARD

Separate from the Board of Directors that is responsible for setting policy and overseeing operations, CTC maintains an Accountability Board that is charged with the duty of holding its executive director accountable for his actions and behavior inside and outside the ministry.

Richard E. Fretty

Dick Fretty grew up in Milwaukee, Wisconsin but spent his adult life in Atlanta, Georgia. He served in the Air Force for two years and then went on to have a distinguished 30+ year career in sales and sales management.

After accepting Christ in 1973, Dick has been passionate about evangelizing the lost and discipling believers. Since 1988 he has utilized his spiritual gifts of exhortation and teaching to actively pursue his calling. Dick has a huge heart for sharing Christ and discipling those in prison or jail.  He is active in several prison ministries.

Dick’s journey to Completing The Call began in 1993 when he joined the board of The Jackson Institute, an international discipleship ministry. This is where they both served on that ministry’s board. Dick continues to serve on the board of The Jackson Institute where he is a key ministry leader.

During his years of ministry service, he has also personally discipled many men to spiritual maturity by leading small groups and utilizing the principles and tools provided by the Institute. Dick was married for 50 years before his wife went to be with the Lord in 2008. Since then, he spends his time in ministry, evangelism, and being entertained by his four children and seven grandchildren.

Phil is originally from Ashburn, GA and attended college at Abraham Baldwin Agricultural College and Georgia Southern University. He earned Associate degrees in Agri-business and General Business, and a Bachelors of Science Degree in Finance, respectively. He has been married for 26 years and has two children who are now in college.

Phil’s work in the ministry is extensive and has afforded him a great deal of experience. Over the years he has served as a Youth Sunday School leader for Middle School and High School students, a Youth Group leader on four international mission trips, an Adult Team Leader on a Men’s Mission Trip to Mexico, and as a Deacon in his church. He is also active in the North Georgia Tres Dias organization.

Phil serves on the Board of Directors for a non-profit organization, VOICE Today, Inc, that offers faith based programs for prevention, protection and healing materials for Child Sexual Abuse. His wife, Angela Williams, is the Founder and CEO of this organization.

Phil is also a partner in a health and wellness company that provides an aftercare recovery program for individuals coming out of addiction and alcohol abuse programs. Called Aftercare Recovery Centers of America, LLC, Phil worked hard to develop this program and bring it to fruition. As you can see by the work Phil continues to do, his faith and walk are centered on Christ’s reconciliation to righteousness with God.

Phil understands that Christ is our ideal. His faith and belief is that Christ is first our Savior, and through us dying to self, He becomes our Lord. Phil also believes that through our walk, discipleship, and experiencing God’s work in and around us, Christ then becomes our Treasure.
